Functions of the Directorate
The Directorate of Financial and Administrative Affairs undertakes the following functions:
Preparing the official staff establishment schedule and identifying the Ministry’s staffing needs.
Planning and managing human resources; preparing job descriptions and classifications; and defining the title, duties, responsibilities, and qualification requirements of each position in accordance with the applicable instructions and organizational structure.
Applying the principles and standards governing institutional and individual performance evaluation, as well as the applicable instructions concerning promotions, adjustments to employment status, the filling of supervisory positions, incentives and rewards, transfers, deputations, assignments, secondments, termination of service, and any other related matters.
Managing employee training and participation in official study or training missions.
Making the necessary amendments to the administrative organization and organizational structure in cooperation with the Institutional Performance Development Unit.
Ensuring adherence to the rules of professional conduct and the duties and ethics of public service.
Performing the tasks and duties related to personnel affairs.
Preparing the Ministry’s budget, budget reallocations, and financial transfers, and authorizing and disbursing the budgeted financial appropriations in accordance with the applicable laws, regulations, and instructions.
Monitoring the Ministry’s financial position, tracking expenditure ceilings, and collecting and depositing revenues.
Settling claims payable to external entities; paying employees’ salaries, expenses, and bonuses; and transferring payroll deductions to the relevant entities.
Preparing expenditure summaries and reports and developing financial plans.
Auditing and authorizing all financial documents and following up on payment certificates.
Preparing financial allocations for procurement operations, tenders, and supplies, and maintaining the relevant records.
Supervising the Ministry’s warehouses and their associated systems; managing the Ministry’s assets and supplies; and overseeing vehicle operations, services, and maintenance.
Establishing the Ministry’s internal electronic network, computer systems, and communications networks; safeguarding their security and integrity; updating and developing them; and equipping and upgrading the central computer room in accordance with the required specifications and standards.
Supervising the Ministry’s internal telephone exchange.
Providing technical support and establishing the Ministry’s website.
Managing incoming and outgoing correspondence.
Performing any other functions assigned to the Directorate within its scope of work.
